On September 17th 2018, the signing ceremony of Xi’an-AWS Joint Innovation Center Project co-constructed by Xi’an Municipal Government and Amazon AWS (top 500 enterprises in the world) was held in Chanba Ecological District of Xi’an.
The Management Committee of Chanba Eco-District, Hon Hai Maxnerva and Tong Ze Group signed the Tripartite Implementation Agreement and Intelligent Application Program. It only takes about 4 months to facilitate the strong and high-profile cooperation among the three parties involved which exhibits the city’s high speed of development.
Rong Yongkang (Global Vice President of Amazon AWS) said that a big program could change a city’s temperament, as well as the city’s industrial layout which might cast huge influence on the development (including both the city’s direction of development and its humanistic literacy) of a city or a district. As a well-known city for science & education and industries, Xi’an has all the elements for innovation and abundant human resources, also it has a gathering of many start-ups, prestigious local and multinational enterprises, AWS hopes that the agreement signed this time could work as an opportunity to help boost the city’s development and upgrading in its Internet Cloud Computing Industry.

“Chanba” as the Final Choice is the Result of Multiple Investigations
Chanba Ecological District enjoys the reputation of having preferable environment in Xi’an, as the native in Xi’an that have lived in Hong Kong for a long time, I’m quite familiar with both of the cities. We found obvious educational advantages of Xi’an when we decided to work with Amazon AWS on the Innovation Center Program and started to choose the location. Over 100 universities and over 1 million students on campus can be seen as the objectives of Xi’an JIC.
In addition to the incubation of enterprises, China currently has the need for about 7.8 million cloud data professionals. From the Chinese government to large financial institutions and manufacturing enterprises, operators are needed to link data with the cloud, and such urgent need for operators is the reason why we established Tong Ze Cloud College. At the same time, in consideration of providing a suitable environment for entrepreneurs, we decided to choose Chanba after a series of investigations which has the favorable environment. In addition, the work efficiency of Xi’an government and the “Serve as a Waiter” policy proposed by Wang Yongkang (Secretary of Xi’an Municipal Party Committee) are attractive to a lot of investors. The upgrade of the government’s work efficiency together with the good industrial environment , rich human resources, strong support through policies etc. constitute the reasons why we chose to settle in Chanba.

It used to take 6-12 months before we got the result when we negotiated with governments or other enterprises on cooperation, however, the problems Mr.Zhuo (Chairman of the Board of Directors of Tong Ze Group) encountered in our cooperation this time were solved rapidly in Chanba, several projects were even nailed down within 4 months. The high work efficiency of Chanba government and their enthusiasm for investment push us to make the decision to invest here.

Amazon was said to be the “biggest bookstore on earth”in the early stage of its foundation, and it started Amazon Web Service in the middle of 2002. Amazon AWS currently takes up 40% of the world’s market share which is more than the total amount of all its competitors. Amazon AWS has released over 912 products and provided services to over 30 countries.

Hon Hai Group which is also called Hon Hai Precision Group is the world’s largest、fastest-growing and best-evaluated enterprise in the 3C (computer&communication&customer electronics) OEM field. Foxconn Technology Group is the high-tech company invested by Hon Hai in Chinese mainland. Xi’an-Amazon AWS Joint Innovation Center Project
Xi’an-Amazon AWS Joint Innovation Center is jointly built by the municipal government of Xi’an and Amazon AWS. The first phase of the project is located in Silk Road International Dream-works (Eurasia Avenue, Chanba Eco-district) which covers an input area of about twenty thousand square-meters. As the implementation units for the second phase of the project, Chanba Management Committee and Tong Ze Group would be responsible for the implementation of the project. The second phase of the project would be located to the west of the East Three Rings and to the north of the city surrounding highway which covers an area of , it would build a industrial park and enhance the cooperation in areas such as cloud computing, big data, IoT and artificial intelligence.
About the JIC Project : Contents and Strengths
International Incubator & Accelerator
International incubator and accelerator would provide Amazon web service, technical training, business&technical counseling to start-ups and enterprises in growing and transforming period in order to help: accelerate the incubation of those enterprises; export local start-ups or fast-growing enterprises to famous incubators overseas and also import excellent start-ups to our incubators; accelerate the upgrading and transformation of traditional enterprises, for example to assist them with the global expansion of their business, make business innovation through IoT and big data, fulfill the transformation of traditional IT business to the cloud; create the innovative service cloud platform in the area of public service through Amazon Web Service.
Cloud Technology Talents Training Base
Chanba Management Committee, Amazon AWS and TONG ZE GROUP would join hands with famous universities in Xi’an to build cloud technology talents training base which would help push forward the education in innovation and entrepreneurship, accelerate the transformation process of scientific research achievements, strengthen the training of high-end innovative and entrepreneurial talents, and also encourage high-end talents to settle in the district that would become the impetus for the transformation and incubation of enterprises in Chanba. Cloud technology talents training base together with international incubator and accelerator would form a ecological-system for innovation and entrepreneurship which might enhance the coordinate development of high-tech industries and university education in Chanba and even the whole city.
